As part of the Murfreesboro 2035 Comprehensive Plan, KKC developed a parks, recreation and open space plan element. As with the development of conventional parks and recreation master plans, KKC facilitated listening sessions with stakeholders and City staff to determine whether the adequacy and geographic distribution of municipal park land and recreation facilities was sufficient to meet the current and future parks demand. In conjunction with the Future Land Use map, greenways extensions were proposed to connect new residential areas with parks, schools and commercial areas. Key themes that ran throughout the plan element include the use of green infrastructure and low-impact development applications; bioengineering strategies, tools and techniques; preservation of heritage resources; and establishing partnerships through which the City could increase park land availability. A park land dedication ordinance and fee-in-lieu provision was also proposed, to help the City in providing park land for new residential development.
