KKC was hired to develop a master plan and economic strategy for its 20-block Downtown. The study area encompassed historic landmarks, the County courthouse, and a major truck thoroughfare which threatened the safety of business patrons and residents. Precipitous economic change from shale oil extraction, combined with proactive community leadership, set the stage for a new Downtown vision. Even prior to official plan adoption, Cuero staff and elected officials began implementing several signature Plan concepts, including getting TxDOT to help fund and construct the proposed pedestrian streetscape improvements along a five-block stretch of Downtown. Other commitments included relocation of the community farmers market, branding of a civic spine, monumentation, and a library plaza. A community prioritization survey was used to rank the top recommendations from the plan.
