In 2004, the City retained KKC to re-write its Land Development Code (LDC). The code re-write was intended to implement its Comprehensive Plan, several sub-area plans, and a parks, open space, trails and recreation plan. Key issues included preserving the integrity of existing neighborhoods and promoting infill development and redevelopment. To accomplish these objectives, a variety of flexible regulatory tools were explored with the community and incorporated, including performance standards and form-based code components.
