To implement their new Comprehensive Plan, the City of Hays hired KKC to update its zoning and subdivision regulations and to create a Unified Development Code. As an advocate of the Smart Towns Initiative, the City directed KKC to prepare a UDC that is physically and fiscally sustainable. The resulting UDC streamlines the development processes; provides for infill and redevelopment; includes standards and administrative processes to conserve established neighborhoods; curbs premature development in the rural Three-Mile Extraterritorial Area; and establishes bonuses for open space preservation and resource protection. It also integrates the City’s stream corridor, stormwater, and flood protection regulations (UDC).
