La Plata County retained KKC to create a Land Use Code in order to (1) unify all land development regulations into a single streamlined code; (2) provide extensive community involvement to provide venues to allow all citizens and land use interests a “seat at the table,” and (3) create a “customized code” that reflected the needs of the county based on “listening sessions.” A recent attempt to create a Land Use Code failed to provide each of these primary components and was unsuccessful. Processes have been implemented that allow citizens, political leaders, and staff to identify areas of consensus and methodologies to allow frank discussions, give and take, and code customization on other issues.
