KKC was tasked to explore the opportunities for creating a new town center. The purpose was two-fold. First, it was intended to help create an identity for a community without a traditional town center. This was to act as a resident and tourist gathering place and a hub of civic activity. Secondly, the intent was to attract visitors and bolster the City’s entertainment offerings and retail tax base. Two alternative concepts were produced by KKC. Both were designed for mixed use and to be highly walkable. Emphasis was placed on pedestrian mobility and amenities. Each concept provides liberal areas for civic spaces, including one with a linear water feature winding through the development. Great care was taken to buffer the adjacent neighborhoods and to effectively manage traffic access and circulation. These plans were used to facilitate City Council discussion as to the economic opportunities of such development.
