RE: Recommended Changes to Breckenridge’s Handbook of Design Standards
Recently, the Town commissioned a survey of a selection of properties for their historic significance
of the structures within the Breckenridge Historic District, which resulted in the surveyor
recommending a change in rating for some of the buildings to non-contributing. Following the
survey, a review of the Handbook for Design Standards for the Historic District was then completed
by Winter & Company to determine potential methods to ensure new structures and changes within
the historic district do not compromise the contributing ratings. During the review of the Standards,
discussions with staff and a meeting with the Colorado State Historic Preservation Office (SHPO), a
variety of issues with the Handbook of Design Standards were raised, many of which the Town has
been struggling with for a number of years.
The objective of the Handbook of Design Standards and the Town’s Historic Preservation Ordinance
is to maintain the integrity of historic resources within the Historic District. In the series of issues
and recommendations that follow, the goal is to maintain the integrity of Breckenridge’s historic
resources. Issues range from the current allowed Units Per Acre (UPA) and its formula to moving
historic buildings and the types of site paving materials that are appropriate.
