INTRODUCTION
This chapter identifies the key components of the Plano preservation program, describing the importance of each and
issues with the current operation. Recommendations are made for how the operation of each program component
could be improved. Goals and policies for each are also included in this chapter as recommendations for how to address
existing issues and opportunities. The implementation matrices, or work program, for each of the program components
can be found in Appendix A. The program components discussed in this chapter are as follows:
