                                              Broad Benefits
                                              The action will serve a mix of user groups and will benefit the most
                                              people. For example, enhancing technical assistance programs to serve
                                              a  broader  number  of  people  would  have  broad  benefits.  Similarly,
                                              developing  design  guidelines  that  clarify  the  permitting  and  review
                                              process for all affected property owners would yield broad benefits.


                                              Exceptional Project
                                              The  action  will  provide  an  exceptional  educational,  aesthetic,  or
                                              cultural experience. Working to preserve a noteworthy building that is
                                              considered of special value to the community is an example.


                                              Emergency Response
                                              The initiative will prevent imminent loss of character or demolition of a
                                              cultural resource. Developing the tools to be able to respond to natural
                                              disasters or other such emergencies is an example.
