In most cases, new construction is placed on a vacant lot within
a historic district. While the lot may be vacant, it may retain
historic character. The historic character of a site itself should be
considered for new construction projects. New projects should
retain the overall historic character of the site, site topography, site
features, trees and significant district vistas and views.

neighborhood and should utilize a design for new construction that
is easily distinguished from the historic buildings. Replication of a
              historic building is discouraged.
