5. Development Framework. Both Grenada County and the City of Grenada must ensure their development
regulations and standards satisfy contemporary best practices and are designed to get development
applicants to a “Yes, you can do that” answer while also safeguarding local community interests and
maintaining and enhancing area character. Local requirements must be predictable and transparent, all
ordinances and technical standards should be readily available online, and all required processes and
approvals should be clearly spelled out.
