This report presents our findings, discusses their significance, and details our approach and
methodology. Note that the costs projected in this analysis reflect the costs to serve new growth,
regardless of whether the resources are available to cover the costs. The City will continue to balance
its budget each year, considering financial guidelines and policies, applicable operating impacts, and
available resources—the purpose of this report is to provide information to the City of Littleton
related to the fiscal impact of distinct land use scenarios in order to identify how best to
accommodate future growth while minimizing costs to the City.
