PUBLIC SAFETY COST ALLOCATION APPROACH
Public safety costs are allocated to residential and nonresidential development using a proportionate
share methodology.
Proportionate Share Calculation
A proportionate share calculation allocates demand from residential and nonresidential development
based on characteristics of population, labor force, and jobs in the City. Based on this analysis and
shown in Figure 23, 65 percent of demand is from residential development and 35 percent from
nonresidential development.
