Holmes-Foster/Highlands Historic
District
Designated on the National Register of Historic Places as a historic district
in 1995, and on the local register in 2017, the Holmes-Foster/Highlands
Historic District is located southeast of Downtown. It is roughly bounded
by Prospect Avenue and Irvin Avenue to the south, Keller Street to the east,
Beaver Avenue, Foster Avenue and Grass Alley to the north and Buckhout
Street to the west. The district contains 706 contributing parcels, each of
which represent a wide range of housing styles from the district’s 1875-
1949 period of significance, most notably being Bungalow/Craftsman, Tudor
Revival and Colonial Revival. For more information about these styles, refer
to Appendix B.
The Holmes-Foster/Highlands Historic District is defined by many notable
features including:
• Tree-lined streets
• Grid network of streets and alleys
• Homes oriented towards the street
• Consistent building setback from the street
• Large, landscaped front yards
• One- and two-story homes
• Pitched roof forms, often side gable
• Front porches and stoops
• Highly articulated front walls
• Variety of building materials including:
» Brick
» Stone
» Wood
• Variety of home sizes, ranging from small, mail order homes to
large, stately fraternity houses
• Variety of architectural styles
• Some remaining historic site features such as fences and
retaining walls
• Presence of multi-family development
