            County. Regarding these types of action ranking and prioritization exercises, one individual sagely pointed out:
            “Why should we have to choose between water, safety, and education? Basic necessities should always come
            first.”



            Action Ranking Exercise during Public Open House

            Along with the online community survey, attendees at the third and final Leadership Summit in July 2022 had
            the opportunity to participate in an informal “straw vote” exercise involving the set of 14 key action items in the
            Grenada County 2040 Action Agenda table above. Participants were invited to:
                                       Put on your elected official hat for a moment. Your
                                         constituents have more expectations than the
                                          County or City have the resources or time to
                                                    address. What to do?
            Each participant could cast four votes for the action
            items  they  consider  most  important to  pursue
            immediately  based  on  the  new  Plan.  They  could
            choose  four  separate  items,  put  all  four  votes
            toward  one  particular  priority  or  split  their  votes
            over  a  few  items  versus  four.  Based  on  this
            framework and 44 participants casting their votes,
            the Action Agenda items were ranked as follows:

            1. Continue upgrades to the City of Grenada water
               system. [44 votes]
            2. Provide  adequate  funding  to  support  high-
               quality  police  and  fire  services  in  line  with
               continued population growth and development.
               [Tie with 17 votes]
            3. Plan for new or expanded educational facilities,
               exploring  potential  joint  facility  opportunities
               between  primary/secondary  education  and
               higher education that could yield potential cost
               savings  and  enhanced  programming.  [Tie  with
               17 votes]
            4. Continue to plan for funding of highest-priority
               road  projects  in  new  growth  areas  and  in
               existing developed areas with traffic congestion
               and/or safety concerns. [16 votes]
            5. Take  steps  to  support  more  and  faster
