Grenada County Build Better Together 2040 Plan
Interim Plan Amendments
Potential Plan amendments should be compiled and considered together at a specified time (e.g., after each
Annual Progress Report, or possibly on an every other year basis), allowing for proposed changes to be
evaluated concurrently so the cumulative effects may be understood. Factors that should be considered in
deciding on a proposed plan amendment include:
Consistency with the goals and action strategies in the Plan.
Potential effects on infrastructure provision including water, wastewater, drainage and the transportation
network.
Potential effects on the County or City’s ability to provide, fund and maintain services.
Potential effects on environmentally sensitive and natural areas.
Whether the proposed amendment contributes to the overall direction and character of the community as
captured in the Plan goals and as reflected in ongoing public input.
Major Plan Updates
Major updates to the Grenada County 2040 Plan should be considered within five years after its adoption, and
definitely by the 10-year point. Preparation for the update process should include:
A summary of major actions undertaken and interim amendments made since Plan adoption.
A re-assessment of major community issues, and how these issues have changed over time.
Identification of data points, trends and assumptions in the Grenada County Today Report that have either
changed over time or remained essentially unchanged, including:
o The rate at which growth and development is occurring relative to Plan projections.
o Shifts in demographics and other growth trends.
o Community attitudes and whether apparent shifts, if significant, necessitate amendments to the
stated goals or action strategies in the Plan.
o Other changes in political, social, economic, technological or environmental conditions that indicate a
need for Plan revisions.
Ability of the existing Plan to continue to support progress toward achieving the community’s goals. The
following items should be evaluated, leading to revised Plan content as needed:
o Individual sections and statements within the Plan should provide sufficient information and direction
to achieve the intended outcome.
o Any conflicts discovered between particular goals and/or action strategies through Plan
implementation efforts should be pointed out and resolved.
o Major accomplishments from the Plan's strategic action priorities should be highlighted. Those not
completed by the specified timeframe should be re-evaluated to ensure their continued relevance
and/or to revise them appropriately, along with discussion of any barriers encountered, missed
opportunities and lessons learned.
