Grenada County Build Better Together 2040 Plan
Introduction
This Transportation portion of the Grenada County 2040 Plan focuses on five key planning concerns:
Identify traffic flow and/or safety concerns.
Major trip generators.
Vehicular and bicycle/pedestrian circulation needs and safety.
Other transportation modes (e.g., rail, air).
Transportation planning of other entities (Mississippi Department of Transportation, North Central
Planning and Development District, Delta Regional Authority, City of Grenada, Grenada School District,
Grenada Railroad, etc.).
Additionally, this section relates to the other Plan sections in these essential ways:
Growth Capacity as new development and population will add pressure on the existing roadway network
to accommodate increasing traffic volumes and keep traffic moving smoothly and safely. The challenge is
that the capacity outlook for all major infrastructure systems, including water, wastewater and storm
drainage, along with transportation, must be addressed simultaneously. Adding capacity to any of these
infrastructure components typically involves “big ticket” investments with necessary lead time for
planning, environmental clearance, design and right-of-way acquisition, when necessary, before eventual
construction.
Housing and Development as construction of new housing and commercial areas within Grenada County
will require updates to, and potential extensions of, the existing transportation network to handle added
daily vehicle trips by each new household and worker. Furthermore, all the vehicle types that typically
serve residential areas – from school buses and trash collection to delivery trucks and moving vans – will
place further demands on existing thoroughfares and neighborhood streets.
Economic Development as creating an adequate network of roads and highways to move people to and
through the community introduces opportunities to draw more people into Grenada County for jobs,
education, recreation and entertainment, all bringing more dollars into the local economy. Ensuring that
residents and visitors can move safely and efficiently on the community’s roadways will enable more trips
to, and dollars spent at, area businesses, restaurants and entertainment establishments.
Recreation and Amenities as creating multiple routes to access parks, trails, attractions and amenities
will make it more likely that those facilities are utilized to their fullest extent, not only by those arriving in
typical vehicles but also by cyclists, pedestrians and longer-distance hikers. Route options provide
alternate access points, especially during special events or high visitor turnout.
Many of the transportation needs and priorities highlighted in this Plan section are outward focused in terms of
requiring coordination with and funding support from regional and state-level entities. Various other priorities
are inward focused, involving essential roadway network upgrades plus ongoing street rehabilitation, sidewalk
repairs and extensions, and other transportation enhancements in particular areas of the city and county. All of
these efforts are ultimately intended to improve connectivity and safety for those moving about or through the
area, including more ways to navigate the area on foot or by bike.
