Framework for Action and Goals
This Framework for Action section builds off of the Top Strategic Priorities itemized above under Key Issues and
Considerations. The actions in this Economic Development section involve tangible steps that will lead to
achievement of the goals in line with the Plan’s Guiding Principles (in the Introduction section). The actions are
categorized into the five types of plan implementation actions highlighted throughout this Grenada County 2040
Plan:
1. Capital investments.
2. Programs and initiatives.
3. Regulations and standards.
4. Partnerships and coordination.
5. More targeted planning/study.
GOALS
A Goal is a statement of a desired outcome (“end”) toward which efforts
are directed as expressed by more specific objectives and action steps (“means”).
A transportation system that provides connectivity and options for getting to local
GOAL T 1: destinations, including to employment centers, schools and locations for workforce
training, and that enables timely emergency response.
A transportation system that supports local economic development and tax base
GOAL T 2: growth through the City and County’s own investments in transportation infrastructure,
plus those they gain through advocacy with regional and state agencies that administer
transportation funding.
A transportation system that is recognized as among the most powerful growth
GOAL T 3: guidance tools the City and County can employ, together with public utility
infrastructure investments and extensions.
GOAL T 4: A transportation system that accommodates all modes of travel including vehicular,
pedestrian and bicycle – plus fixed-route public transit if and when feasible.
GOAL T 5: A transportation system that is designed to enhance Grenada County’s positive image
and aesthetics.
