current open space requirements are continuing
to meet the needs of County residents. The

shall address strategies to provide open space
and recreation to the residents of new housing
              developments and methods for connecting
individual residential lots to common facilities.
The planning and development staff may waive
any or all parts of the open space/recreation plan
              for rural subdivisions.”
